I trust this message finds you well. I recently reached out to all those who have expressed their intention to run for the ANC8A Commissioner positions. I felt compelled to underscore the significance of their potential candidacy against the incumbent ANC Commissioner in each single-member district.
Please understand that the following information is not a reflection of my personal views, but rather a documented fact. It has come to light that the entire Commission has failed to adhere to the directives issued by the Board of Elections. Specifically, they have neglected to convene a special meeting to address the residency conflict of ANC 8A03 Commissioner Holly Muhammad.
I believe it is crucial for you, as potential candidates, to be aware of this situation. It is my hope that this knowledge will inform your campaign strategies and future actions, should you be elected.

I am Tom Donohue, a hopeful contender for the ANC8A01 seat. I am reaching out to introduce myself, as we have not yet had the pleasure of meeting. Although this is my maiden voyage into the political arena, I have been actively involved in our community and am a staunch advocate for transparency within our Commission.
Regrettably, I have observed a disconcerting trend among our current commissioners, who have consistently neglected to address a critical issue. This has led me to the unfortunate conclusion that there may be corruption within our ranks, necessitating a comprehensive overhaul of our Commission. This is where your candidacy becomes crucial, offering the potential for fresh perspectives and increased engagement.
I am uncertain as to how closely you have been monitoring the questionable conduct of our current ANC Commissioners, but I felt it necessary to bring a particular incident to your attention. Each commissioner has chosen to disregard two letters from the DC Board of Elections, advising them to convene a special meeting to discuss the residency of ANC 8A03 Holly Muhammad.
Ms. Muhammad, my former ANC Commissioner in 8A01, relocated without informing anyone a few months prior to the 2022 election. Upon learning of her move, I alerted the Board of Elections. Subsequently, Ms. Muhammad updated her address with the BOE, indicating she resided at a property on Minnesota Ave, owned by Barbra Clark, the current Commissioner for ANC8A02 and a friend of Ms. Muhammad’s. Ms. Clark allowed Ms. Muhammad to use the address of a second property she owns as her updated residency, coinciding with a commissioner who was not running for re-election in 8A03. Ms. Muhammad declared her candidacy using Ms. Clark’s address, ran against a candidate who was a bona fide resident of 8A03, and won. This, in my view, constitutes an unjust usurpation of an election from a legitimate candidate.
As of this moment, neither Ms. Clark nor Ms. Muhammad has announced their intention to run for re-election. I suspect that the delay is due to Ms. Muhammad’s address issue, as she is likely aware that her candidacy will be immediately challenged.
I assure you that I do not make these claims lightly. I am attaching two letters from the Board of Elections, which Chairwoman White has refused to acknowledge or address, and three sworn affidavits from a process server who attempted seven times (including one of them during an actual ANC Meeting where I informed her via chat that a process server was at her door) to deliver a complaint to Ms. Muhammad at the aforementioned address, without success. I am also including a link to a conversation with ANC8A01 Commissioner Tanya Crawford, who confirmed that Ms. Muhammad does not reside at the address she provided.
I am hopeful that we can usher in a new era of commissioners next year, sending a strong message to our community that such behavior will not be tolerated. I firmly believe that we have the potential to be a Commission that sets a standard for the district and serves as a role model for future 8A and other commissions across the district.
For the sake of transparency, I wish to disclose that I currently have a civil complaint against Ms. Muhammad for defamation, following her unfounded allegations of being a racist that I hate black women and Muslims. After two years of making these false claims in her response to a recall petition I filed against her she has not provided me or anyone else one example to support her claim she has made both in writing and verbally during ANC Meetings.
