ANC8A01 candidate, Tom Donohue, has issued a call to action to constituents of ANC8A. After over two years Donohue asks constituents of ANC8A to demand Holly Muhammad provide anything to support claims Donohue is a racist, that he hates Black Women & Muslims. Donohue, who is vying for a seat in the upcoming election, has expressed his concerns over the alleged defiance of the law by the 8A Commissioners. He believes that it is the duty of every citizen to hold their elected officials accountable for their actions.

In a statement, Donohue said, “As a candidate for ANC8A01, I am committed to ensuring that our community is governed by individuals who respect and uphold the law. I urge my constituents to challenge the claims made by Commissioner Muhammad, and to seek the truth in this matter.”

He further added, “It is our responsibility as citizens to question the actions of our elected officials, especially when there are allegations of legal defiance. We must ensure that our community is led by individuals who are committed to maintaining the integrity of our governance.”

Donohue’s call to action comes in the wake of allegations that the 8A Commissioners have been defying DC law. These allegations, if proven true, could have serious implications for the governance of the community.

  • Residency Fraud: Muhammad is alleged to have falsified her residency to maintain her eligibility as an ANC commissioner after moving out of her district. She declared her candidacy using the address of fellow Commissioner Barbra Clark.
  • False Accusations: In retaliation against Tom’s defamation lawsuit, Muhammad filed false stalking charges against him, which were later dismissed by a judge.
  • Evasion of Legal Process: A process server made multiple unsuccessful attempts to serve Tom’s lawsuit at Muhammad’s declared address, raising further questions about her residency.
  • Collusion and Cover-up: Other commissioners are alleged to be complicit in Muhammad’s actions, including ignoring her residency fraud and actively attempting to silence Tom and suppress information about the situation.

I trust this message finds you well. I recently reached out to all those who have expressed their intention to run for the ANC8A Commissioner positions. I felt compelled to underscore the significance of their potential candidacy against the incumbent ANC Commissioner in each single-member district.

Please understand that the following information is not a reflection of my personal views, but rather a documented fact. It has come to light that the entire Commission has failed to adhere to the directives issued by the Board of Elections. I am Tom Donohue, a hopeful contender for the ANC8A01 seat. I am reaching out to introduce myself, as we have not yet had the pleasure of meeting. Although this is my maiden voyage into the political arena, I have been actively involved in our community and am a staunch advocate for transparency within our Commission.

Regrettably, I have observed a disconcerting trend among our current commissioners, who have consistently neglected to address a critical issue. This has led me to the unfortunate conclusion that there may be corruption within our ranks, necessitating a comprehensive overhaul of our Commission. This is where your candidacy becomes crucial, offering the potential for fresh perspectives and increased engagement.

I am uncertain as to how closely you have been monitoring the questionable conduct of our current ANC Commissioners, but I felt it necessary to bring a particular incident to your attention. Each commissioner has chosen to disregard two letters from the DC Board of Elections, advising them to convene a special meeting to discuss the residency of ANC 8A03 Holly Muhammad.

Ms. Muhammad, my former ANC Commissioner in 8A01, relocated without informing anyone a few months prior to the 2022 election. Upon learning of her move, I alerted the Board of Elections. Subsequently, Ms. Muhammad updated her address with the BOE, indicating she resided at a property on Minnesota Ave, owned by Barbra Clark, the current Commissioner for ANC8A02 and a friend of Ms. Muhammad’s. Ms. Clark allowed Ms. Muhammad to use the address of a second property she owns as her updated residency, coinciding with a commissioner who was not running for re-election in 8A03. Ms. Muhammad declared her candidacy using Ms. Clark’s address, ran against a candidate who was a bona fide resident of 8A03, and won. This, in my view, constitutes an unjust usurpation of an election from a legitimate candidate.

As of this moment, neither Ms. Clark nor Ms. Muhammad has announced their intention to run for re-election. I suspect that the delay is due to Ms. Muhammad’s address issue, as she is likely aware that her candidacy will be immediately challenged.

I assure you that I do not make these claims lightly. I am attaching two letters from the Board of Elections, which Chairwoman White has refused to acknowledge or address, and three sworn affidavits from a process server who attempted seven times (including one of them during an actual ANC Meeting where I informed her via chat that a process server was at her door) to deliver a complaint to Ms. Muhammad at the aforementioned address, without success. I am also including a link to a conversation with ANC8A01 Commissioner Tanya Crawford, who confirmed that Ms. Muhammad does not reside at the address she provided.

I am hopeful that we can usher in a new era of commissioners next year, sending a strong message to our community that such behavior will not be tolerated. I firmly believe that we have the potential to be a Commission that sets a standard for the district and serves as a role model for future 8A and other commissions across the district.

For the sake of transparency, I wish to disclose that I currently have a civil complaint against Ms. Muhammad for defamation, following her unfounded allegations of being a racist that I hate black women and Muslims.  After two years of making these false claims in her response to a recall petition I filed against her she has not provided me or anyone else one example to support her claim she has made both in writing and verbally during ANC Meetings. Constituent Files Department of Justice Civil Rights Complaint

Washington, D.C. – On Father’s Day, during a block party that was being live-streamed to Facebook,  ANC8A01 Commissioner, began a conversation with a neighbor and small business owner, Tom Donohue where the commissioner had openly admitted to her knowing that ANC8A03 Commissioner, Holly Muhammad does not live where she declared her candidacy for ANC Commissioner and claims she currently lives.  

In the recording released today, Crawford says, “Listen, I want to talk to you because I’m gonna be honest with you, Holly Muhammad doesn’t live over here” She can also be heard saying “She don’t live over here, she don’t live over here”

Donohue has claimed Muhammad does not live where she says and that fellow ANC8A Commissioner and friend Barbra Clark permitted Holly to use her address early last year to run for the open ANC8A03 seat.  “It’s been clear that Holly & Barbra conspired together in order to keep Holly as Commissioner, likely to keep access tight and information secret,” Donohue says, he continues “that makes sense as no one has provided information that I have requested in multiple Freedom of Information Act Requests pertaining to the financials over the last three years, they all have been ignored.”

For years ANC8A under Holly, now Jamila White’s presidency, this commission has ignored and refused to inform the voters of this commission what is really going on.  Twice – the Board of Elections has advised the commission to host a special meeting to determine whether a vacancy exists.  This advisement was rejected by Chair White saying, “According to the statute included, a meeting is needed if we have determined a vacancy, and we do not have a vacancy.”  Additionally, time and time again this commission has prevented Donohue from informing the voters of matters concerning the commission, or even just asking questions. 

As a result, Donohue filed a complaint with the DC Board of Ethics & Government Accountability (BEGA) that complaint is currently under investigation.  On Monday, June 26, 2023, Donohue filed a complaint with the Department of Justice Civil Rights division claiming his rights were violated when the commission on multiple occasions either refused to allow him to speak, muted him in attempts to silence him, deleted messages sent during a public meeting removing it from the public record and went so far as to declare publicly during an ANC meeting that he was banned.

Donohue said in a written statement that “the voters of ANC8A need representation from elected officials that will follow the law, will respect the rights of their fellow neighbors, and be accountable to the public.  That means listening to people. not jam-packing a meeting full of speakers and not providing more than 15 minutes to hear the concerns of their neighbors.  ANC8A must hold a hearing and declare ANC8A03 vacant and remove Holly Muhammad from office.”

At the March meeting of ANC8A A newly formed officer (I don’t think there is any bylaw approved for this position) A Seargent at Arms position, Commissioner Laneice Moore reported that “Um, it has been determined by Chairman Phil Middleton and also ANC8A that Mr. Tom Donohue has been disrupting our meetings from this day forward. Mr. Donohue, you are removed and banned from ANC Meetings”

Now for the record, only once did I have literally a few seconds to bring any of the matters of concern up to our ANC before I wad interrupted – so basiclly I’ve never been able to address the ANC with matters of concerns relating to Cmr. Holly Muhammad. The only ‘interruption’ thats possible is whatever I have written in the chat box during our ANC Meetings which typically involved links to supporting documentation that the ANC has refussed to address. I’ve hardly been any disruption. This ANC seems to be hiding something, ever since I have inquired about financials this ANC has been trying to silence me. Not one thing I have asked to address have they allowed to present to my neighbors.

Just days ago Chairman Mendelson said this:

I would like to address this matter in the courts. If anyone themselves or anyone someone knows is an attorney and wish to review and help me pursue these matters legally I’d really love to hear from you. This has got to stop. On March 9, 2023, Declan Falls Chairman Mendelson’s Community Outreach Specialist and I spoke. Declan informed me he was watching the meeting, I shared with him my concerns and he informed me that the ANC has not ever met with the Chairman or spoken to him about banning anyone from ANC meetings and that he does not support such an effort. He informed me that he assumed they must have listened to the above portion of the meeting and determined from that response that they had the right to ban me from the meeting. I informed him I’m not sure how they could have taken that from what the Chairman said however, he told me he had a conversation with one of the ANC Commissioners to inform them the Chairman does not take the position of an ANC commissioner banning any member of the public and that he also had a conversation with the office of the ANC to inform them as well. I told him that I had submitted a complaint to the Board of Ethics and Government Accountability (BEGA) on July 14, 2021, when then-Chair Holly Muhammad ejected me from that month’s ANC meeting without cause or discussion and then continued to block my entrance into our meetings for six months. This is the response I got back. ANC8A inappropriately attempted to ban me from their meetings without having to take a vote, have discussions, or place the matter on the agenda which would have afforded me the opportunity to discuss the matter, they just had their newly established (without any changes to our bylaws) Sargent at Arms inform the public during the March 2023 meeting that I was banned. They will need to discuss this come to the May 2023 meeting as the commission has an off month in April. It’s very unfortunate that no member of this commission voiced any concerns publicly however I did find it odd that Commissioner Robin McKinney called me prior to the meeting asking if I was planning on attending the meeting because she didn’t think I should be banned and that I should be able to continue to attend meetings. A part of me wonders if this was a ploy to get me to attend so the commission could embarrass me in front of my neighbors by telling me I was banned. Commissioner McKinney nor my own elected official Commissioner Tanya Clark spoke one word during or after their announcement of my being banned. So, I wonder when this decision was made. It appears some official business was conducted at a time when the public was kept from this discussion.

Mendelson:  ANC’s DO NOT HAVE RIGHT TO BAN Constituents From Attending ANC Meetings

​During the February Meeting of Advisory Neighborhood Commission (ANC) ANC8A Meeting, a motion was made to ban Tom Donohue a 9 year resident of Ward 8 and small business owner after Tom attempted to discuss matters the ANC has refused to address such as, ANC Commissioner Holly Muhammad’s use of fellow ANC8A Commissioner Barbara Clark’s physical address. (Ms. Clark owns two properties in Ward 8)  Ms. Muhammad uses Ms. Clark’s address as her own in order to be able to run for public office.  After nearly ten attempts to serve a civil complaint upon Ms. Muhammad three attempts by MPD and seven attempts by a private process server (one during a regular meeting of the ANC) All attempts failed as Ms. Muhammad was not home. The process server in court documents swore that neighbors told them that no one by that name even lives there. (see attached affidavits) 

During the February 28, 2023 Meet up with Mendelson, Phil Mendelson Chairman  of  Washington DC City Council said “An ANC does not have the right to ban somebody”

Reasoning for the commission wanting to ban Donohue is because Donohue has had multiple matters including whether Muhammad lives where she does along with quarterly financial reports for two years not being signed or discussed during any ANC Meetings from being submittted to the ANC.  Donohue has submitted multiple FOIA requests to the OANC and to Chairwoman White of which have been ignored. Tom has proof that two very different QFR for same periods of time have been submitted to the OANC none of which show any signatures and there is no evidence of any minutues taken of any of these meetings to show that the QFR were brought before the commission during an open meeting for approval.

With Donohue attempting to bring these matters before via the chat messaging feature of Zoom, Commissioners proceeded to make a motion to Ban Donohue from futyure meetings. Chairwoman White moved away from. A FOIA request along with a sunpoena from Superior Court have not resulted in a recording from the ANC being turned over to Tom Donohue as of the time of publishing.

Tonight, Feb 7, 2023, a licensed process server made an attempt to serve Commissioner Holly Muhammad during her ANC Meeting where you’d expect her to be during a virtual meeting and the server got no response.

MPD also attempted three different attempts to serve Commissioner Muhammad with no success.

Here is what a professionally hired process server said about her attempts to serve Holly Muhammad. When will our Commissioners actually take action against Holly Muhammad?

What more is needed? Holly ran for office while saying she was living at a property owned by fellow ANC Commissioner Barbra Clark. Commissioner Muhammad and Clark should be investigated for election law violations. Remember she ran against someone who actually lives in that single member district.

BREAKING: Office of Finance and Revenue withholding of all ANC 8A allotments

What in the world is going on with ANC 8A Finances? Why does the OANC have so many questions yet nothing with any urgency or substance has happened. Why hasn’t matters with this ANC been referred to outside agencies.

New Director of OANC Kent Boese responded to ANC 8A01 resident, Tom Donohue’s below letter with the following:

This is to advise you that the OANC has posed the same questions to ANC 8A.  The answers would ordinarily be found in the statutorily required quarterly financial reports (QFRs) and minutes.  Unfortunately, for various reasons, ANC 8A has continuously failed to submit signed QFRs and minutes for at least two (2) years.  

During this time, ANC 8A repeatedly cited a failure to have a quorum at meetings and the lack of a secretary.  Therefore, in accordance with its responsibilities in this area, the OANC recommended to the Office of Finance and Revenue – and was granted thereby – the withholding of all ANC 8A allotments until it properly complies with the ANC law and supplies the OANC with all previously unsubmitted QFRs and minutes.

Where is ANC 8A01 Commissioner Holly Muhammad Really Living?

Commissioner Holly Muhammad’s hate towards people makes her unable to represent them. Holly’s reign of any political position shall come to an end.

In March 2022 Holly moved from her residence however never let anyone know
until Tom got a lead from someone who told him she had moved out of ANC 8A01.  Tom researched this lead, found it to be 100% credible and informed the
Board of Elections. When word got to Holly, she immediately submitted a change of address with the BOE and posted a PO Box, making her the only ANC
Commissioner to refuse to make public her physical address by filing a PO Box.

Tom requested the listing of registered voters in DC and within
held Holly Muhammad’s new physical address its located-on Minnesota Avenue in SE DC. Upon further review in My Tax DC, this property is co-owner by Commissioner Barbara J. Clark that’s right Holly’s ally Commissioner in the
same Commission just a different single member district.

Holly removed Tom Donohue from an ANC virtual meeting after Tom types note encouraging her to move on from an argument between her and another commissioner (again he only supported other neighbors who started telling them to move on and again this was only a text message in the chat)

Holly then blocked Tom from attending six months’ worth of ANC Meetings

She refused to comply with Freedom of Information Act Requests, which remain outstanding.

Holly has someone circulate a flyer with Toms picture on it to all his neighbors with in a several block radius

In retaliation to a warranted recall Holly has printed on the recall petition that Tom is a racist, that he hates black women and Muslims.

Just as Commissioner Muhammad has been steadfast towards tarnishing my reputation, I will double down in assuming she will lose her ANC election no matter where she ‘says’ she lives.

Ms. Muhammad is full of hate, as a gay male myself I know firsthand that hate never wins the only thing I can hope for is that Holly finds love within her to accept and love others, I am confident my neighbors in Ward 8 will find Holly’s hate and desire to tarnish others for her gain has no room in Ward 8 politics. The days of her demands and her treating people with disrespect are coming to an end. I will do everything within my ability to inform my neighbors of her actions, make her accountable for them and see she will never have an elected role within DC government again.

I call upon the Democratic party to denounce Holly’s behavior and ask they not support Holly’s election. They have sat by too long watching her represent the democratic party with disgust.
